Town annexes 1.47‑acre parcel for Tribes Church; council rezones to SF‑2.5

Argyle Town Council unanimously approved annexation of a 1.47‑acre parcel at 809 FM 407 West and rezoned the lot from town extraterritorial jurisdiction (ETJ) to Single Family Residential (SF‑2.5) so the Tribes Church can combine the annexed lot with adjacent church‑owned land and move forward with a site plan.

Pastor Gavin Papett of Tribes Church described the site as “quirky” but well suited for a church campus and said the congregation has worked with local design and contractor teams to prepare a concept. Clinton Holtmann of Haltmann Design Works and a church representative, Craig Wiedemann, joined the presentation.

Staff said the parcel sits on the south side of FM 407 across from Argyle ISD’s school site and adjacent to the Argyle Water Supply Corporation headquarters. Staff recommended annexation followed by rezoning to SF‑2.5 to align the lot’s zoning with the neighboring Woods of Argyle subdivision and to permit the church to combine lots for development. Without annexation, the lot would default to AG zoning upon annexation; rezoning to SF‑2.5 makes the parcel compatible with adjacent residential zoning and allows the congregation to replat and move forward with their site plan.

Council opened public hearings on both the annexation and zoning items; no public speakers appeared during the hearing. The council approved Ordinance 2025‑09 to annex the property and Ordinance 2025‑10 to zone it SF‑2.5; both votes were unanimous.

Applicant representatives noted the annexation agreement includes a ten‑year description of services that the town will provide and the congregation asked staff to correct a Fort Worth reference in the draft agreement. Council members welcomed the proposed church and asked staff to finalize the annexation documentation and the subsequent site‑plan review process.

The project’s site plan will return to council in April for staff and commission review before any construction permits are issued.
