Planning commission approves Fairways Pub & Indoor Golf conditional use permit for West Avenue L tenant space

The Lancaster City Planning Commission voted March 17 to adopt Resolution No. 25-02, approving Conditional Use Permit No. 25-004 to allow a bona fide restaurant, Fairways Pub Grub and Indoor Golf, with a Type 41 ABC license and an indoor golf simulator in a 2,600-square-foot tenant space at 1915 West Avenue L (APN 312-501-4017) in the Commercial Planned Development zone. The commission found the project categorically exempt under the California Environmental Quality Act and authorized staff to file a notice of exemption.
The project applicant told the commission the venue is intended to be family-oriented and open to all ages during operating hours. “It’s definitely a family restaurant… it is open all ages,” the applicant said. Commissioners asked about deliveries, loading, electrical capacity and entertainment. The applicant said deliveries would use the parking lot and brief curbside unloading, and described kitchen equipment as ventless units with built-in ANSEL fire-suppression certifications used in other jurisdictions.
The commission’s approval follows staff presentation and a public hearing in which no members of the public requested to speak. The motion to adopt Resolution No. 25-02 passed 6-0 with one commissioner absent.
The applicant described the proposed business as alcohol-limited: the venue will not serve hard liquor, and the operation will include virtual driving-range bays intended for parties of about four per bay. The applicant said kitchen equipment will rely primarily on ventless cooking technology (impingement, convection and microwave) and that any use of additional ventless grill systems would be coordinated with the fire department and building officials. The applicant also said the equipment vendor had certified exemptions used in Los Angeles County and offered to provide those certificates to city staff.
Commissioners raised site-specific operational questions. One commissioner asked whether deliveries would occur on Avenue L; the applicant replied deliveries would use existing parking areas and might require short unloading stops. Another commissioner asked about the electrical panel; the applicant said a licensed electrician reviewed the equipment specs and confirmed the existing panel should support the operation. The applicant said scheduling for simulator bays would focus on parties of four and that bays are configured with four seats each.
The commission’s motion authorizes the conditional use permit and directs staff to notify relevant agencies and file the CEQA notice of exemption. The resolution and permit records list the project address, APN and the CUP number; staff will hold the official files and the applicant may provide additional equipment certifications to city staff as requested.
