Committee OKs Stillwater bid for stream monitoring to comply with EPA consent decree

Bangor City will contract with Stillwater Environmental Engineering to continue required stream monitoring under an existing EPA consent decree, the finance committee agreed March 17.
Staff said the monitoring program began in 2015 with four streams and has grown to six streams sampled at seven sites. The city received two proposals; staff recommended the low bidder, Stillwater Environmental Engineering of Orono, at roughly $233,360. The monitoring program is necessary for the city to comply with its EPA agreement, staff said, and the work is funded from the stormwater operating fund.
Staff told the committee that the bids were essentially apples-to-apples except one firm included a limitation to protect against extensive biomonitoring time. Committee members moved to accept the low bid, and the finance committee approved proceeding with the Stillwater contract. Staff said future monitoring contracts will be included in the stormwater fund's annual budget requests.
