House committee report advances bill to standardize repayment rates on service scholarships

A House committee on March 17 reported Senate Bill 50 favorably after debate in the Committee of the Whole. The bill would set uniform repayment terms for several service scholarships administered by the Kansas Board of Regents and replace a range of existing fixed interest rates with a variable rate tied to the federal funds rate plus a spread.

Representative Pishni, carrying the bill in the House, told members the measure would standardize repayment rates across scholarships that now carry widely varying fixed rates—he said some were 5%, others near 9.8% or 14.08%—and that the House education committee amended the bill to use a Fed-funds-plus index rather than a flat 5% rate from the Senate. He described the scholarships as conditional: students who complete required service have their awards forgiven; those who do not would be subject to repayment under the new standardized rate.

Representative Stokesdale, who spoke in support, said the Board of Regents requested the change to achieve consistency across programs. Pishni told the committee members the Board provided figures indicating roughly 430 students were in default for not completing service requirements, and that the Board supplied related dollar figures; he also emphasized the change would apply prospectively and would not alter existing agreements already in place.

The Committee of the Whole adopted the committee report and the full House passed the motion to report SB 50 favorably for passage. The motion passed on voice vote when the chair asked for ayes and nays.

No formal amendments on the floor were recorded during the Committee of the Whole presentation. Sponsors said the change aims to simplify administration and ensure consistent terms across Kansas service scholarship programs.
