Bangor staff review EPA annual compliance report, highlight sewer projects and post-construction monitoring

Engineering and water-quality management staff told the Infrastructure Committee Monday that they submitted the City of Bangor’s calendar-year 2024 annual compliance report to the U.S. Environmental Protection Agency as required under the city’s consent decree.
Staff said the consent decree—described in the meeting as ‘‘United States and State of Maine versus the City of Bangor’’—was entered on Nov. 13, 2015, and requires annual reporting on combined sewer overflows (CSOs), sanitary sewer overflows (SSOs), collection-system assessment and maintenance, and the long-term control plan.
The report lists a series of projects and ongoing activities. Staff said AECOM is conducting post-construction monitoring of the Davis Brook CSO storage tank to compare actual performance with the computer model used for the long-term control plan; staff reported preliminary results show the tank is performing better than the original model anticipated. The report also documents an ongoing Meadowbrook sewer-separation project that will remove stormwater from the sanitary sewer; staff said the project is currently waiting on construction funding with a hope to proceed in FY 2026.
Other items staff cited include an asset-management program restart after GIS staff turnover and new personnel (John Miller) joining the team; Haley Ward’s pump-station study for Arrow and Kmart stations and subsequent design planning; an airport-area sewer replacement of about 900 linear feet of clay pipe and four manholes to address infiltration; and Randolph Drive Sewer Replacement Phase 3, now in construction and replacing roughly 2,000 linear feet of sewer main.
Staff said the city inspected and videotaped a substantial portion of the sewer system in 2024. They reported the system comprises about 35 miles of inspectable sewer and that crews videoed approximately 145,523 linear feet of pipe during the year — nearly 20 percent of the system. Staff noted the video and inspection work supports informed planning and that the sewer division reached full staffing last month for the first time since 2018.
Staff said the U.S. EPA has requested a meeting about the report in April. Committee members thanked staff for the work and the update; the committee did not take further action during the presentation.
