Resident seeks council support for golf-course fundraiser; staff outline donation handling and course improvements

Longtime player and resident George Beltran told the council Oct. 14 he plans to run a golf tournament on Nov. 15 to raise funds for Alice Municipal Golf Course and asked the council to waive green fees and card fees for the event.
Beltran said his goal is a family-friendly city championship that would generate an activity account for the golf pro to use for employee assistance, youth clinics and course promotion. "I'm going to give my time. I'm going to promote the tournament. I'm going to do the flyers," Beltran said.
Jay, the golf pro and course manager, described operational changes intended to improve pace of play and the player experience. He said the course will switch the starting sequence so the current back nine becomes the front nine beginning Nov. 2 to improve flow and reduce congestion at the short par-4/long par-3 sequence. Jay also described a planned fertigation system and reclaimed-water treatment that he said should improve turf health by next summer.
City Manager Michael Esparza and staff discussed how the fundraiser's proceeds could be handled. Esparza said the city can accept donations on behalf of the course and suggested opening a named donation account such as "Donation Fund for Alice Municipal Golf Course." He said the city manager could accept donations and that Jay could spend from that account with the manager's approval. "The City of Alice can accept that donation...Michael can go ahead and do it," the record shows.
Council members and staff encouraged Beltran's plan and discussed logistics, including whether the city would need to open a dedicated account and how transparency and reporting would be handled. No council vote was recorded to waive fees during the meeting; staff discussed administrative pathways for accepting funds and for documenting how proceeds will be used.
