Planning committee hears petition for home-based beauty salon at 483 Howe Street

The Planning and Economic Development Committee heard a request from Bianca Robinson to establish a beauty salon in the 936-square-foot basement of her house at 483 Howe Street.
Planning staff said Robinson is a state-licensed cosmetologist and aesthetician and anticipates serving two to four customers per day by appointment, Tuesday through Saturday from 9 a.m. to 5 p.m. Staff noted the client entrance and parking for one vehicle abut a non-buildable vacant lot, and concluded the low-activity retail use should have minimal impact on adjacent properties. Planning staff and the planning commission recommended approval subject to standard conditions.
Reverend Pamela Pinkney spoke in favor and asked the owner and the city to consider partnerships with nonprofits and social-service providers to offer makeovers and support to survivors of domestic violence; the applicant, Bianca Robinson, said she planned to help community organizations and work with nonprofit partners. Council members attending expressed support for bringing vendors into legitimate, licensed operations.
The committee did not vote in the afternoon session and scheduled the item to be repeated at 5 p.m. for a potential vote.
