The base bid received on March 11 was $11,100,375; staff recommended a 10% contingency to cover potential change orders. Council Member Masolia questioned whether repainting the lower bowl would reduce future cleaning costs; staff said tower-cleaning cycles cost about $30,000 per tower and the city generally cleans one tower per year on a roughly four-year rotation, but frequency can change depending on conditions.
Staff also reported that the repainting concept incorporates the city—rand and that the text and logo will be enlarged for legibility on the tower bowl. Council Member Newland moved approval; Council Member Masolia seconded. The motion passed by voice vote.
Staff indicated the bidder will proceed under the terms of the contract and that staff recommended adopting a contingency to ensure project completion if unforeseen conditions arise.
