City staff presented the site in the Regional Activity Center (RAC) and the FH‑2 (Federal Highway medium-high intensity) zoning district. The applicant proposed a 65‑foot, six‑story building with a floor-area ratio (FAR) below the FH‑2 maximum. The site consists of two parcels; staff noted the project would not increase unit count because of the variance but would improve architectural proportion by allowing the additional story to create a six‑story composition.
Parking, including mechanical lifts, was addressed: the applicant proposed 70 parking spaces (above the 62‑space requirement) through a combination of stacked spaces using mechanical lifts and single spaces; staff recommended a recorded hold‑harmless covenant regarding mechanical lifts and a unity of title for the two parcels prior to permits.
Design drawings showed a mix of materials and two‑level garage access; planning recommended approval if the board found the variance appropriate. The board approved the variance, design and site plan, with conditions requiring unity of title recorded in Broward County and a covenant holding the city harmless for claims related to mechanical lifts, both required prior to building permit issuance.
The approvals included standard staff conditions. The board’s recorded roll call on the variance and approvals was unanimous.
