The presentation, delivered by Chris Hopkins and Evan Gomez of Kimley‑Horn, summarized how modern roundabouts differ from older traffic circles, the design elements that affect safety (deflection, splitter islands, truck aprons), and situational factors—truck traffic, school routes, topography and snow removal—that Elbert County should weigh before accepting roundabouts in subdivision or county-road projects.
Consultant Chris Hopkins, who said Kimley‑Horn has served the county for about 10 years, described how modern roundabouts use upstream deflection to reduce entry speeds and “utilize a yield control. It is exactly what it's meant to do. It's a yield. You do not necessarily have to stop,” Evan Gomez added. The consultants cited research and practice from state and federal agencies to say roundabouts usually cut the most severe angle crashes and fatalities by geometrically slowing vehicles and reducing the number of vehicular conflict points compared with signalized intersections.
Presenters explained key design features county staff should expect on drawings: a raised truck apron sized to capture swept paths for large vehicles, mountable versus non‑mountable curbs (4‑inch mountable and 6‑inch non‑mountable were discussed), raised splitter refuges to shorten pedestrian crossing distances and a minimum 6‑foot refuge width for ADA compliance. Consultants recommended designers run swept‑path checks (they cited the AutoTurn tool) and perform fastest‑path and sight‑distance checks to verify operations for the county’s mix of passenger cars, horse trailers and heavy trucks.
County officials pressed on operational details relevant to Elbert County roads. Commissioners and staff raised heavy truck and trailer traffic, school buses, emergency vehicle access and snow‑plowing. Presenters said designs can be tailored by context — single‑lane compact roundabouts in town centers, larger multi‑lane or 2×2 designs on higher‑volume corridors — and that designers can specify curb heights, splitter geometry and truck‑apron width so buses and local emergency vehicles can circulate without tracking the truck apron. On costs and maintenance, presenters said roundabouts typically have higher upfront construction costs — a rule‑of‑thumb figure cited in the presentation was roughly 30% higher than a conventional signalized intersection — but lower ongoing maintenance and operating costs because roundabouts do not require traffic signal equipment, software or continual signal maintenance. Consultants and commissioners discussed published practice estimates (presenters said signals can cost roughly $5,000–$10,000 per year to maintain while a roundabout without landscaping can be on the order of $1,000 per year) and offered to supply jurisdictional cost analyses used by other agencies.
Snow removal and drainage were discussed at length. Consultants described plow sequences that push snow to the outside shoulder and the use of curb openings, spillways or curb and gutter at splitter islands to capture runoff and limit cross‑road icing. County staff noted many Elbert County roads currently use ditches rather than curb and gutter, and presenters offered less invasive drainage treatments (curb openings, concrete spillways) that can be used where full storm sewer is not feasible.
Commissioners asked about policy and standards. Presenters recommended the county adopt a concise set of local design preferences (curb heights, mountable apron dimensions, required vehicle checks and required design submissions) rather than trying to reinvent technical practice; they said Elbert County could reference state standards (CDOT) or other municipal guidance as a base. Consultants offered to share slide decks, example standards and performance data with county staff; a consultant confirmed they would provide the PowerPoint and supporting studies to Mani (county staff) on request.
