Council approves outdoor-dining permit for Hope Breakfast Bar at Club West Parkway

The Blaine City Council on March 17 approved a conditional use permit allowing Hope Breakfast Bar to operate outdoor dining for up to 40 seats at 10950 Club West Parkway.
City development staff told the council the building sits in a B-2 zoning district and the proposed outdoor dining would add 10 tables and up to 40 seats. Director Eric Thorvig said staff reviewed required parking for the entire multi-tenant center and concluded, “the parking requirements are met,” with 412 stalls available and 412 stalls required for the mix of uses as proposed.
The proposed tenant will occupy space in a center that already includes restaurants and service businesses. Thorvig noted the site contains substantial parking behind the building that is intended for employees or patrons who choose to park there when front-lot spaces are full. Staff recommended approval with five conditions listed in the packet.
Council members spoke in favor of the new restaurant during the public hearing and approval. Council Member Fleming and other members praised the menu and the investment in the city. Council Member Masolia moved approval; Council Member Newland seconded. The motion passed by voice vote.
The council and staff discussed longer-term concerns about parking ratios for B-2 zoned centers and noted possible future outreach to landlords about signage to direct patrons to rear parking. No public comments were received during the hearing.
