PLUM Committee approves multiple zoning, historic and shelter technical items on consent

The Planning and Land Use Committee of the City of Los Angeles voted to approve items 2 through 8, and 13 and 14 on consent during its late-evening meeting, adopting zoning and environmental findings, historic-cultural landmark inclusion, and technical amendments to shelter rules as recommended by staff.

Committee Chair Bloomfield said the meeting needed to move quickly because of the late hour and a public protest near the 101 freeway. "There are protesters that have closed the 101 and are moving up in this direction," he told the room.

Planning staff had asked the committee to approve a Class 1 categorical exemption under the California Environmental Quality Act (CEQA) for a zone and height district change (item 2), to include the Dewberry building (addresses listed in the record) on the city's list of Historic-Cultural Monuments (item 3), and to forward several city attorney and planning recommendations and ordinances on dates shown in the staff reports. Item 13 included proposed technical amendments to emergency shelter provisions in the LAMC and item 14 referenced findings related to the Downtown Community Plan and Housing Element EIR addenda.

Chair Bloomfield called the roll on the consent slate. The committee recorded votes of Bloomfield (aye), Hutt (aye), Nasserian (aye), and Lee (aye); Councilmember Grama was recorded absent. The motion passed, and the items were adopted as read into the record.

The chair also asked the clerk to note, for the record, that the city attorney would prepare a sign-district ordinance related to item 8. The committee did not solicit extended public comment on the consent slate and proceeded to the remaining items on the agenda.

The meeting adjourned shortly after the consent votes; the chair again urged members of the public present to leave promptly because of the ongoing protest activity outside City Hall.
