HACM narrows executive‑search RFP to four finalists; special meeting to include recommendation

The Housing Authority reported progress on Request for Proposal 58150 for executive search firm services and said staff expects to bring a recommendation to a special meeting later in June.
Ken Barbot, secretary/executive director, told commissioners the RFP (issued Jan. 22) drew 12 responses; an evaluation committee of five (three staff, one resident and one board member) scored proposals based on cost (40%), firm qualifications (30%), consulting experience (20%) and references (10%). The committee shortlisted and interviewed four firms: CPS HR Consulting; Peter Gray Executive Search; Kees Alford Executive Search; and Organizational Leadership Edge.
Barbot said the committee may request best‑and‑final offers from the top proposers and will forward a recommendation to the board at the special meeting. Each of the four firms described in interviews has different strengths: CPS HR’s public‑sector experience on the West Coast; Peter Gray’s local nonprofit and housing experience; Kees Alford’s nonprofit focus and interest in longer‑term coaching; and Organizational Leadership Edge’s deep affordable‑housing experience including former HUD staff as consultants.
Why it matters: HACM plans to hire an external firm to lead its executive search for senior leadership. The board directed staff to finalize the selection process and provide a written summary of the evaluation before the special meeting.
