The Charter Review Commission discussed whether the city charter should require the City Council to adopt a set of meeting procedures at the start of each term and, if so, by when.
Commissioners considered language that would obligate the council to "promptly, following the meeting of the year, review its existing rules of conduct and enact such amendments thereto as it shall deem appropriate." Several members said "promptly" is too vague and recommended a date-certain deadline. One common suggestion was no later than Jan. 31 following the start of a new term, which would allow newly seated councils up to about two meetings to finalize rules.
Speakers noted practical trade-offs: a very tight deadline risks forcing a newly formed council to act with limited information, while an open-ended requirement could leave the matter unaddressed and create inconsistency. Commissioners also discussed the practical fallback that, absent new rules, outgoing rules would remain in effect until amended.
No final wording was approved; the commission asked staff to draft precise language for consideration at the next meeting.
