The Kenai Peninsula Borough Plat Committee granted preliminary approval June 9 to the Swan View Subdivision 2025 Replat (KPB file 2025‑080) and approved an exception to KPB 20.40.040, the borough requirement for soils analyses for subdivisions using conventional on‑site soil absorption systems.
Staff reported the replat would recombine two parcels of about 2.854 acres and 4.672 acres into two new parcels of roughly 3.811 acres and 3.974 acres. The replat was prepared to correct a shed encroachment from Tract 1 onto Tract 2 by moving the front lot line 17 feet to the south, creating the newly sized lots. Staff said that because the new lots are under 200,000 square feet, KPB 20.40.040 would ordinarily require a soils analysis and report sealed by a qualified engineer per KPB 20.40.100; the surveyor requested an exception to that requirement and staff recommended granting it.
No petitioner or public speakers addressed the committee on the item. The plat committee moved to grant the exception to KPB 20.40.040, citing findings identified by staff, and then voted to grant preliminary approval subject to staff recommendations and compliance with borough code. The roll call on both the exception and the preliminary approval recorded five votes in favor: Commissioners Morgan, Venuti, Whitney, England and Gillum.
