The Carbon County Board of Commissioners voted to award a 42‑month electricity supply contract to Constellation New Energy after an online auction of supplier proposals.
A presenter handling the online auction process told the board that the county ran competitive rounds to compare 36‑, 42‑ and 48‑month terms and that Constellation offered the lowest price for the 42‑month term. "So if you're looking at the results here...the 42 month is Constellation New Energy, who's the incumbent supplier," the presenter said during the briefing.
Consultants said FreePoint Energy submitted the low bids for the 36‑ and 48‑month terms, while Constellation was lowest for 42 months. The presenter recommended the 42‑month award in part because Constellation's existing contract paperwork is already in place and because Constellation indicated it may waive an unrelated June capacity charge (about $2,400), although the waiver had not been guaranteed.
The consultant explained the market timing looked representative and that the county's metering schedule means a July metering date would mark the start of the new contract. The board moved to amend the agenda to add the award item, then voted to accept the 42‑month proposal from Constellation New Energy at 0.09723 per kilowatt‑hour (9.723 cents/kWh). Commissioners recorded affirmative votes and the motion passed.
County staff said the contract paperwork will be finalized and completed via electronic signature once reviewed; staff indicated e-signature execution was expected within about 20–30 minutes after the meeting. The auction facilitator also noted that the initial solicitation had included multiple term lengths to help the county compare pricing and that the 42‑month option provided an advantageous combination of price and procedural readiness.
The board also ratified a separate earlier authorization for Apollo Edison and Ingram Engineering to conduct the online electric auction on the county's behalf; that authorization had been discussed earlier in the meeting. The award was recorded under the agenda as the contract to be executed with Constellation New Energy for the proposed term and rate.
