Kootenai County adopts bylaws for new Agricultural Protection Area Commission

Kootenai County commissioners voted to adopt bylaws for the newly created Agricultural Protection Area Commission at the May 22, 2025 Community Development meeting.
David Callahan, Community Development director, told commissioners the commission is required by state law and that staff and legal counsel revised the county Land Use and Development Code to incorporate the statutory requirements. "You will recall this commission is new and required by state law," Callahan said.
Callahan said the bylaws mirror the planning commission's rules because the APA Commission is another recommending body. Legal counsel reviewed the draft bylaws; staff noted a minor footer change was needed to replace planning commission references with APA Commission references. With no objection, commissioners moved to approve the bylaws and recorded affirmative votes.
The bylaws establish organizational rules and procedures for the APA Commission as required by statute; the county will implement the bylaws through the planning‐and‑community development process.
