Staff said the applicant has installed a DEQ‑approved public water system to serve the lots and that the Post Falls Highway District has approved the roads serving each lot. "They are now, coming back for final application to, certify these lots," Ben Tarbutton, Community Development staff, told commissioners.
Community Development staff recommended approval after agency signoffs. Tarbutton said the site is a former mining area; three lots (Lot 1, Lot 5 and Lot 6 of Block 2) may require fill and will carry a plat note requiring geotechnical analysis before building permits are issued. The underlying zoning for the parcel is light industrial, and the proposal is consistent with surrounding historical industrial and mining uses, staff said. The applicant is BLR Materials LLC.
Commissioners voted to approve the final subdivision. The record shows two affirmative votes and the motion carried. The meeting record does not identify the mover by name.
The decision establishes 12 industrial parcels ready for certificate-of-completion work by future owners, subject to the geotechnical and plat conditions described by staff. The county will rely on the plat note and the building‑permit process to ensure fill‑related geotechnical analysis is completed prior to construction.
