The Town of Selma Planning Board voted not to recommend an ordinance amendment that would require minor subdivisions to undergo the same review and town-council special-use permit advisory process now applied to major subdivisions.
Planning staff explained the change as a response to a recent legal matter described in the meeting as the Brownwall case, in which a subdivision was processed administratively at staff level and raised concerns about impacts on surrounding landowners. Staff said the proposed code change would ensure certain minor subdivisions receive a planning-board hearing and a council advisory review similar to the current major-subdivision process.
Board discussion focused on whether adding minor subdivisions to that process represented an improvement. One board member said they did not think the change improved the process and preferred to retain the current naming and procedure. Another board member said the council had recommended the change to staff. In the resulting motion, the planning board decided by a 3-1 vote not to recommend the change to town council. The board will forward that recommendation and the staff report to the town council for its consideration.
