Sahuarita — The Quail Creek Community Facilities District board unanimously adopted its fiscal year 2026 tentative budget on the night of the meeting, passing Resolution No. 49 and scheduling a public hearing for final adoption on June 23, 2025.
District Treasurer AC Mariotti told the board the district covers about 1,192 acres within Sahuarita’s town limits and represents roughly 56% of the larger Quail Creek development. The district now has 1,497 residential units (about 58% built out), an assessed valuation of about $52.3 million — an 11% increase over last year — and 69 parcels listed as rentals.
When the district was formed a 2005 bond election authorized up to $30 million in bonding capacity and a secondary tax to repay bonds. The district issued $12.7 million of bonds at formation; about $4.3 million remains outstanding and is expected to be paid off by the end of fiscal year 2030. If paid off as scheduled, the debt service portion of the property tax would drop to zero at that time, leaving a perpetual operations and maintenance levy of $0.30 per $100 of assessed value.
The tentative budget is balanced at $1,107,640, with property taxes providing about 98% of resources. The combined tax rate is $2.26 per $100 of net taxable assessed valuation, which is 14 cents lower than the current year. The district budget includes $953,000 (86%) for principal and interest payments and $154,000 (14%) for operations, including street and right-of-way maintenance and support for Quail Creek Veterans Municipal Park.
The district board voted unanimously to adopt the tentative budget by motion; the resolution requires filing with the district clerk and establishes a June 23 public hearing for final adoption.
