Davis County commission approves HUD grant application, court security contract and multiple interlocal agreements

Davis County Commissioners on June 3 approved a package of administrative actions including the county pplication for a $5,000,000 U.S. Department of Housing and Urban Development Continuum of Care grant (with a required 25% local match), authorized a notice of sale for a surplus parcel identified as tax ID 120370092 (the West Point Drain), accepted multiple receivables for court security and law-enforcement service agreements, and approved the county ging Area Agency—our-year plan year 3 covering fiscal 2025—026.

The most consequential item was the commission pproval to apply for the HUD Continuum of Care competitive grant. Kent Anderson, director of Community and Economic Development, told the commission the county would request $5,000,000 and, if awarded, would return with a separate agreement for acceptance. Anderson said the county plans to use other federal funding as part of the 25% match requirement. The board voted to authorize the application as presented.

Also in the community and economic development report, Anderson announced a notice of sale for county surplus real property, tax ID 120370092 (referred to as the West Point Drain), located off Cold Springs Road near the Immigrant Trail in Schneider—luff. He said Utah Department of Transportation has expressed interest in acquiring the site for the West Davis Highway extension to 1800 North; details will be brought back to the commission on July 1.

The commission approved an in-kind sponsorship agreement with Champion for apparel and branded items for Western Sports Park staff. The county would receive 50 polos, 50 quarter-zip pullovers, 50 T-shirts and 12 jackets with a stated retail value of $8,040; in exchange Champion would receive limited marketing opportunities including interior signage at Western Sports Park.

Facilities Director Lane Rose presented an agreement providing temporary access to the Davis County Administration facility by the Davis County Republican Party from June 3, 2025, through Dec. 31, 2025, with no financial terms. Rose said county staff scheduled controlled door access and requested the party provide a representative to greet and monitor attendees during events. The commission approved the access agreement.

The Davis County Health Department brought forward item 7: approval of year 3 of the four-year Aging Area Agency strategic plan (2024—2027) under contracts referenced as 2023-0377 and 2024-0399 with the Utah Department of Health and Human Services. The plan covers the county—iscal Year beginning July 1, 2025, and ending June 30, 2026; commissioners voted to adopt year 3 as presented.

The sheriff epartment reported multiple receivable contracts and interlocal agreements. Controller Curtis Koch presented auditor adjustments including five exempt-entity property purchases and four veteran exemption tax abatements for 2024; the Board then reconvened the commission and approved the property tax register as presented.
