Council discussion focused on market viability for quick‑service concepts at that corner, whether the franchise operator’s track record indicated likely local success and the usual tradeoffs staff negotiates on design elements.

Councilmember Jacqueline Hedden expressed personal reservations based on a prior dining experience and said she would move to deny, describing the meal she tried as unsatisfactory: “When I tasted it, I said, oh, I can’t eat this,” Hedden said. Other councilmembers noted the applicant’s franchise group operates multiple restaurants in Texas and that franchise quality and local operator experience can vary.
