The Kenai Peninsula Borough Finance Committee took comments on Ordinance 2025-19, the FY26 appropriation ordinance, focusing discussion on how economic development public relations and promotions are budgeted.
Assembly member Dunn asked why $100,000 that previously had been recorded under specific budget codes was now shifted to multiple codes including contract services. Mr. Rizzo explained the change is intended to centralize communications work under a contracted webmaster-style position: "That contracting is taking place ... basically like a webmaster position that will, like, filter through all communications that go out into our website ... so there's 1 central place." The centralization, Rizzo said, is intended to prevent disparate postings by multiple department directors and to standardize content to borough mission and values.
Assembly member Cox, raising a separate procedural matter, said he had placed an agenda item to add an additional hearing date of June 17 because of uncertainty about the state legislature’s actions; he asked the assembly to consider whether that extra hearing remained necessary. The committee did not record a formal vote on the FY26 ordinance during the finance committee session.
