Commission vacates alley adjacent to Patrician Apartments to allow perimeter security improvements

The City Plan Commission on May 19 approved an alley vacation for a roughly 40‑foot by 25‑foot east‑west alley adjacent to 2111 West Wisconsin Avenue (the Patrician Apartments) to allow perimeter security improvements.
Jonathan Latsko, associate planner with the Department of City Development, explained the alley segment “dead ends into the apartment property” and appears to have been dedicated historically to accommodate a former garage. The applicant, Joseph (Joe) Ulrich of NextGen Wisconsin, told the commission he and his wife purchased the property less than a year ago and are renovating the building. Ulrich said the alley is frequently used by people camping and for activity that compromises tenant safety; vacating the portion would allow the owners to secure that area.
Ulrich said the owners intend to install a cyclone fence with a keyed gate that trash haulers would use to access two existing dumpsters; DPW staff noted a dumpster enclosure meeting city standards may be required when permits are sought. DPW will remove the street light once the vacation is recorded; Ulrich paid the fee for light removal. Latsko said property owners along the remaining alley were noticed in accordance with municipal code and staff recommended approval because the right of way no longer serves a public purpose.
Commissioners voted to approve the vacation. The commission record notes removal of lighting will occur at the applicant’s expense and that required permits for fencing or dumpster enclosures must comply with city standards.
