Panel approves bill to help transitional housing providers buy properties for youth exiting foster care

The Assembly Committee on Human Services voted to pass AB 534, presented by Assemblymember Schiavo, to expand financing access and extend initial contract terms to enable service providers to purchase and own properties used for transitional housing for youth exiting foster care.
Assemblymember Schiavo and witnesses said many transitional housing programs face difficulty securing and maintaining rental units because of rising rents and landlords’ hesitance to rent to youth with foster care histories. Kevin Clark of Good River Partners told the committee that shifting providers from leasing to ownership “creates sustainability, stability, and consistency” by allowing providers to control rental costs and better support young residents.
Douglas Yost, identified as CEO of Crittenton Family Services, described outcomes from units his organization owns, saying ownership allowed property managers and service providers to “come alongside” youth when they struggle instead of evicting them, which he said produced safer, more trauma‑informed environments that support education and stability.
Committee members voted to pass AB 534 to the Assembly Appropriations Committee. The committee record shows the motion passed on the floor of the committee and was reported out; the file item later recorded a final committee vote in favor.
