Parents report ongoing parking and pick-up congestion at Claggett Creek Middle; committee to seek staff follow-up

At the March 20, 2025 meeting, resident Rachel Navarro told the Keizer Traffic Safety, Bikeways and Pedestrian Committee that efforts to meet with Claggett Creek Middle School administrators over student pick-up and adjacent parking problems have not been successful.
"We have gone multiple times to Claggett, have asked for an appointment to see the vice principal or the principal just with for them to say they will get back to you, we have gotten no callback," Navarro told the committee. She said parents and neighborhood residents have provided flyers and called the school and that parking for middle-school dismissal has increasingly spilled into a nearby park; the city has responded by ticketing and towing vehicles in the park parking areas.
Committee members acknowledged the repeated attempts to contact school leadership and offered to follow up. One committee member offered to contact the city manager to explore staff support for contacting the school administration and suggested having a uniformed city official attend a meeting with school staff to accelerate dialogue. Committee liaison and staff noted that code enforcement and police have been responding to parked vehicles and that the neighborhood association has been engaged.
The committee asked staff to follow up with the city manager and school district contacts and to report back to the committee. Navarro said the problem persists during middle-school dismissal times (later than elementary dismissal) and that prior ticketing and towing have not permanently reduced the parking concerns.
No enforcement policy changes were adopted at the meeting; the committee requested staff follow-up to seek a meeting with school administrators and to explore coordinated outreach and enforcement options.
