Keizer committee authorizes budget submission for green bike-crossing paint

On March 20, 2025, the Keizer Traffic Safety, Bikeways and Pedestrian Committee agreed to move forward with a budget request to paint several intersections green to improve bicycle crossings and visibility.

Committee members said they previously discussed a larger reconstruction plan that council rejected for cost reasons, then narrowed the idea to painted green crossings. Committee members and Public Works staff discussed that painting intersections is feasible but not currently funded in the city’s work plan, and that a budget request is the appropriate next step.

Public Works provided initial cost estimates and the committee asked for those figures to be used in the budget request. The committee authorized a member to complete and submit a formal budget request using Public Works’ estimates and to ensure the request meets the budget committee’s timeline. Committee members noted the budget request is to start the procurement/process; it does not guarantee funding in the 2025 budget.

Members discussed timing: the committee needs to provide budget materials in April so staff can include the request in the city’s budget packet. The committee approved the motion authorizing a named committee member to complete and submit the budget request and asked staff to circulate the final numbers and request text to the committee before it is submitted.

The motion passed at the meeting; committee members said they would present the request to the budget committee and noted that, even if the full program is not funded this year, initiating the request begins the formal consideration process.
