The Board of Supervisors approved a legislative conversion and special‑exception package for the Zebra East property (ZA/SD/ZCPA/SPEX filings) on March 18, allowing a reduced maximum floor‑area‑ratio (FAR) for the proposed data‑center campus and adding proffers related to future road right‑of‑way dedication for Lockridge Road.
Under the approved terms the applicant reduced the initially proposed FAR cap from 1.0 (about 965,038 square feet) to 0.75 (roughly 723,779 square feet). The package also included commitments for right‑of‑way to accommodate a future segment of Lockridge Road to connect across the property.
Board discussion centered on the transportation tradeoffs and on whether the Lockridge Road connection east of Loudoun County Parkway is required in the near term. Supporters said the site is appropriately located for industrial/data center uses and that existing power infrastructure makes the property a logical location. Opponents noted the road segment may not be needed immediately and urged tighter sustainability and water‑use commitments. Several speakers — including supervisors and public commenters — asked for careful monitoring of future right‑of‑way needs to avoid unnecessary road construction across sensitive corridors.
Vote: The motion to approve the Zebra East ZCPA and special exception passed 6–3. Supervisors DeCrony, Brixman and Turner voted against the approval.
Implementation: The applicant will proceed with site plan work consistent with the proffers and conditions approved by the board. County staff noted required consistency checks for stormwater, permitting and transportation coordination prior to issuance of construction permits.
