The West Warwick Town Council on March 18 approved a resolution requesting that the Rhode Island General Assembly enact enabling legislation authorizing the town to finance school building plans through bonds.
The resolution, presented during the meeting as item I5, asks the legislature to draft authorizing language and identifies planning figures the town used for its state review — including a Stage 2 submission total of $71,000,000 and a reimbursement rate of about 64.6% for the current year. Presenter Superintendent Mal said the figures do not commit the town to issuing that full amount but are needed for the state Department of Education review process.
The measure's backers said filing the request now is required to get on the legislature's calendar. Council members noted the town must still wait for responses from the Rhode Island Department of Education (RIDE) on the application, which presenters expected in May. No competing motions or amendments were recorded; the council voted to approve the resolution.
Why it matters: The enabling legislation would allow West Warwick to use municipal bonds as a financing mechanism if and when the town proceeds with the school construction or renovation project. The resolution preserves the town’s position in the state process but does not itself obligate the town to sell bonds or set final project scope.
The council’s action was procedural: it asks the state to prepare enabling language and documents the planning figures used in the town’s Stage 2 submission to RIDE. Follow-up steps noted during the meeting include waiting for RIDE’s application response and further decisions by the council on any bond issuance that might follow.
