Rules committee forwards three OCII nominees to full board with positive recommendation

On March 17, 2025, the San Francisco Board of Supervisors Rules Committee voted to approve and forward to the full Board of Supervisors three mayoral nominations for the Successor Agency commission, commonly referred to as the Office of Community Investment and Infrastructure (OCII). The committee recommended the reappointment of Reverend Carolyn Ransom Scott and the appointments of Earl Shaddix and Mark Miller, sending all three nominations to the full board with positive recommendation.

The nominations were presented together. Reverend Carolyn Ransom Scott described her tenure and priorities if reappointed, citing work on Mission Bay, China Basin, Transbay and the Shipyard and saying OCII projects have delivered mainly affordable housing and parks. She said continued focus would be on housing production and programs for families displaced in previous decades: "If approved, my focus for the next 10 years is more housing, production... for those families that were unjustly displaced decades ago," she said.

Earl Shaddix said he has lived in San Francisco nearly 50 years, has been executive director of Economic Development on Third (EDOT) for more than six years, and served on the Bayview‑Hunters Point Improvement Coalition. He said his work has focused on equitable outcomes for small businesses on Third Street and that he is committed to contributing to OCII’s work. Mark Miller, a retired city manager and public works director with a master’s in public policy from UC Berkeley, said he would bring management experience to the commission.

Director Kozlowski of OCII (appearing at the hearing) thanked the committee and praised the nominees’ qualifications. Members of the public also commented. Leah McGiver, a District 6 resident, read from a March 10 SF Bayview article and expressed concern about gentrification in Bayview‑Hunters Point, the removal of transit service and the loss of businesses and pharmacies as major development proceeds in southeast neighborhoods.

The committee moved to approve the nominations and forward them to the full board with positive recommendation. Vice Chair Supervisor Cheryl, Member Rafael Mandelmann and Chair Supervisor Shamone Walton were recorded as voting "aye"; the motion passed without objection.

If the full board approves the nominations, the terms are listed in the nomination materials: Reverend Carolyn Ransom Scott and Earl Shaddix to terms ending Nov. 3, 2028, and Mark Miller to a term ending Nov. 3, 2026.
