Supervisor Tony Veach explained the Industrial Commercial Incentive Board has reviewed the city’s existing 4‑85‑b ordinance and is considering changes to make the exemption more accessible and visible to potential applicants.
Veatch (recorded in the meeting as Supervisor Veach) said Section 485‑b of the New York State Real Property Tax Law permits municipalities to establish local boards to monitor exemptions for businesses that demonstrate economic benefit to the municipality. He said the city’s 485‑b ordinance has been on the books for more than a decade but has remained little used, and the board is seeking ways to clarify eligible business categories and streamline the application process so more businesses consider the exemption.
Why it matters: Changes to application processes or outreach could increase local economic development activity and change the mix of businesses that seek tax exemptions. The board’s recommendations will be provided to the council for consideration; Mr. Beach was identified as the presenter expected to deliver the board’s proposal to the council.
Next steps: The council will receive the board’s formal proposal at a future meeting and can decide whether to amend City Code Chapter 2.12 or related administrative procedures. The meeting record does not show a final council vote.
