Skagit County issues RFQ for engineering work on Edison Clean Water District UV disinfection upgrades

The Skagit County Board of County Commissioners authorized a request for qualifications (RFQ) March 17, 2025, for engineering work on ultraviolet (UV) disinfection system improvements in the Edison Clean Water District subarea.
The resolution sets the deadline for statements of qualifications as Tuesday, April 1, 2025, at 4:30 p.m. The county explained it manages the drain field and UV system used by the small town of Edison and the Edison school; property owners in the district fund the program and a local committee had recommended moving forward with improvements.
A commissioner made a brief quip — "it's not an April [fool]" — after staff read the April 1 submission deadline. The board approved the RFQ as part of a bundled motion covering miscellaneous items 1–4; the bundled motion passed 3–0.
Staff did not announce the RFQ budget in the verbal presentation. The RFQ packet in the county’s procurement portal will include the scope and selection criteria; interested engineering firms must meet the submission deadline to be considered.
