Skagit County, Mount Vernon agree to adjust fairgrounds property line to accommodate new restroom

Skagit County Parks and Recreation staff explained March 17 that a proposed bathroom replacement at the county fairgrounds crosses a property line between county-owned fairgrounds and the City of Mount Vernon–owned Sherman Anderson Field. Joseph Shea, speaking for the county’s parks department, told the Board of County Commissioners the interlocal cooperative agreement and a quitclaim deed will reconcile the property boundary and allow the prefabricated restroom to be installed without further encumbrance.
"We have 2 items in front of you today, the interlocal cooperative agreement with the city of Mount Vernon, and we also have a quick claim deed, associating to our bathroom project at the fairgrounds," Joseph Shea said. Shea said the existing bathroom footprint crossed the recorded property line and the new restroom is smaller and can be located so the property line is outside the building footprint.
Shea said the City of Mount Vernon owns Sherman Anderson Field and that Mount Vernon’s council approved the interlocal agreement the prior Wednesday. He said the parties conducted a title report and found no deed restrictions that would block the swap and that "there's no money changing hands" — the adjustment was intended to make the map match existing conditions and simplify future improvements.
Shea described the new facility as a prefabricated concrete unit delivered in sections and crane-set on a geotechnical-compacted foundation; he said staff expects to put the bid packet out "as soon as possible" and hopes construction can be completed within a couple of months, ideally before the fair. Commissioners expressed support, and the interlocal agreement and quitclaim deed were approved as part of miscellaneous agenda items 1–4 (vote 3–0).
The county said the interlocal also includes minor utility and faucet relocations where Mount Vernon property and county property adjoin; exhibit maps in the agenda packet show the existing and proposed property lines and the anticipated building footprint.
