Skagit County declares emergency to repair and replace cameras at Community Justice Center, waives bidding

The Skagit County Board of County Commissioners declared an emergency March 17, 2025, and waived competitive bidding requirements to authorize repair or replacement of video cameras at the Skagit County Community Justice Center.

Russell Walker, Central Services Director, told commissioners the action is intended to remedy problems with outdated camera equipment and interface issues quickly. "This is an opportunity for us to, kinda correct some some stuff to get working properly, as far as, technology goes," Walker said. He warned the work could exceed current contract amounts, which is why the emergency resolution was presented.

A commissioner noted the county’s camera system at the Community Justice Center is “pretty intense” and that regular updates and compatible interfaces between physical cameras and central command are crucial. Walker affirmed the need to ensure timeliness and interoperability so authorized viewers can access feeds from appropriate control points.

The resolution was part of miscellaneous agenda items 1–4 and was approved as part of a bundled motion. A motion to approve miscellaneous items 1–4 passed 3–0.

No contractor names, bid amounts or specific timelines for the repair were announced during the verbal presentation; staff advised the emergency declaration allows staff to proceed without competitive bidding in order to restore reliable camera service.
