Committee approves bill moving DUI treatment fund from Corrections to Aging and Disability Services

House Bill 2221 would abolish the Department of Corrections Alcohol and Drug Abuse Treatment Fund and create the Kansas Department for Aging and Disability Services Alcohol and Drug Abuse Treatment Fund, transferring all monies and liabilities to KDADS, reviser Jesse Pringle said in an overview to the Senate Ways and Means Committee.
Pringle said the bill updates references in statute (including K.S.A. 8‑1567, the section that directs certain DUI fine revenues) to refer to the new KDADS fund and abolishes the old KDOC fund.
Jennifer King, executive director of public affairs for the Kansas Department of Corrections, told the committee the fund has been used to reimburse KDADS for third‑time DUI treatment services rendered by KDADS‑contracted providers. "Given KDOC's lack of jurisdiction over the program and its participants, it would be more efficient for KDADS to receive these funds directly," King said.
Drew Adkins of KDADS and the Behavioral Health Services Commission testified that KDADS and KDOC worked together during the interim and that the change would not alter the program but would centralize administration and improve efficiencies for consumers and providers.
No opponents appeared; the committee voted to work and pass HB 2221. The motion carried by voice vote.
