Representatives of Methodist Rehabilitation Center told the Madison County Board of Supervisors on March 17 that the provider opened a clinic in Gluckstadt in 2023 and received a 2024 property tax bill. The center said it had believed a 2019 board approval covering a Richland site applied countywide; the center requested exemption for the Gluckstadt clinic for tax year 2024.
County staff and supervisors reviewed the 2019 minutes and determined that the earlier approval applied to a specific parcel in Richland, not automatically to other properties owned by the same entity. The board discussed whether to grant retroactive relief for 2024 but ultimately approved tax-exempt status only prospectively — for tax year 2025 and going forward. Supervisors said future locations will need to follow the county's application process to demonstrate eligibility.
The Methodist representative apologized for the procedural error and said the omission was their mistake. County staff confirmed the request is a retroactive application for 2024; supervisors agreed to treat the matter as prospective starting in 2025 to avoid setting a precedent for countywide retroactive exemptions without a parcel-specific record.
