Madison County supervisors approve range of routine transfers, road bids and appointments; attorney pay increase fails

Madison County's Board of Supervisors on March 17 approved a package of routine budget amendments, road-construction contract awards, municipal cooperative agreements and personnel appointments while rejecting a proposal to raise a county attorney's hourly rate.
The board voted to accept the FY2023 audit acknowledgement and approved related statutory advertising; it authorized an engagement with Raymond James for upcoming debt placement and approved a task order with Wagner for broadband Phase 1 engineering support. Two state-aid road bids went to low bidder AJ Construction: Pear Orchard Road at $663,290.80 (the board transferred $776,100 to cover bid, contingency and fees) and Rice Road at $406,594.97 (the board transferred $475,700). Cooperative agreements to fund local road improvements with Canton, Flora, Gluckstadt, Madison and Ridgeland were approved.
In personnel and local-government business the board accepted a volunteer fire department resignation, appointed Karen Garrett and reappointed Karen Harris to the volunteer fire district, and approved several routine claims, payroll and planning-commission per diems. The board also approved transfers and small purchases for the Election Commission: secure ballot mailer bags and protective cases for electronic poll books.
A motion to increase an outside attorney's hourly rate to $265 and the county attorney's rate to $275 failed after discussion about the county attorney's overall compensation and billing. Separately, supervisors authorized county attorneys to pursue ordinance enforcement litigation against the owner of a commercial-parking complaint (Lotville Hill Construction LLC); the board directed staff to initiate suit to enforce existing county ordinances.
The meeting closed with a motion to enter executive session to discuss land acquisition and potential litigation matters.
