Carroll County sets public hearing for proposed hog confinement expansion in Washington Township

Courtney read an email from the Iowa Department of Natural Resources that said the facility was originally constructed in February 2015 and, because the application proposes no new construction and only an increase in animal units, the DNR did not plan to conduct another site survey. The application lists an address and location between Birch and Concord; the board noted the applicant proposes to increase animal units from 1,920 to 4,800.
Board members discussed whether a local site visit should be requested despite the DNR's guidance; one supervisor offered to review the materials online. The board voted to set the required public hearing on March 31, 2025, and instructed staff to notify interested parties and the applicant of the hearing date and location.
The county indicated the DNR's master matrix remains the primary tool for review and that the county does not independently re-score the master matrix. Board members noted the county's master matrix had not been updated since 2015 and that a site visit can be scheduled at the board's request.
