Recreation committee seeks RFQ for community pool, recommends using $375,000 in SCIF funds

Commissioner Garrison Wagner, newly appointed chair of the county recreation committee, recommended that the board issue an RFQ to find a planner to develop designs and site evaluations for a community pool and related outdoor facility.
Wagner said the county still has $375,000 in SCIF funds that are mandated to be used for pool construction and recommended the committee use those funds to pay for planning and site evaluation work. “So it would be the recreation committee’s recommendation to this board that we take those funds and go ahead and go out with an RFQ to find somebody who's qualified to put together the plans that can actually bring this to fruition,” Wagner said.
Wagner told the board the committee had asked a private firm that previously provided site evaluations to re-evaluate the wellness center site and that the firm offered a lower fee; the committee opted instead to recommend an open RFQ process to ensure competitive bids and broader options. The committee also discussed partnership models in which a partner would help operate and staff the pool while the county provided capital funding and oversight.
No formal vote to expend the SCIF funds or to award a planning contract was recorded at the meeting; the discussion was presented as a committee recommendation and next step for the board to consider. The board previously placed Garrison Wagner in the role of recreation committee chairman during general business.
