City council rejects Leon Reserve exception to subdivision entrance code, P&Z staff report

The city council on Thursday rejected an exception request that would have allowed the Leon Reserve subdivision to exceed a 300-dwelling-unit limit in the city's subdivision entrance code, Planning and Development Director Bridal Chandler told the Planning and Zoning Commission at its May 19, 2025, work session.
Chandler said the council did not follow the commission's recommendation and viewed the request largely as a life-safety issue tied to roadway access. "They looked at it as though it was as simple as life safety concerns, access only on a 500 foot section of F N 93, and they didn't wanna allow any additional dwelling units," Chandler said. Chandler told the commission the council vote was 8-0 to oppose the exception.
Why it matters: the city's subdivision entrance code limits additional dwelling units where there are not adequate improved entrances; an exception would have allowed Leon Reserve to exceed the 300-dwelling threshold tied to the code's entrance requirements. Chandler reminded commissioners that the Planning and Zoning Commission is an advisory body and should provide the technical recommendation for such requests.
At the work session Chandler said staff and the fire marshal weighed the same life-safety considerations that the council cited. "We as staff, of course, following, his expertise as well and and we're in full agreement," Chandler said. Chandler also said there may have been confusion about the commission's recommendation when the item was considered by council.
The action reported to the commission was a council decision to deny the exception request. No motion text, mover/second names or a roll-call breakdown by council member were provided in the commission update; Chandler gave the vote result as 8-0 against the exception. The commission did not take a new vote on the item during the May 19 work session.
Commissioners and staff did not identify next procedural steps for the Leon Reserve applicant during the update. Chandler closed by reminding commissioners that they are the advisory board expected to provide recommendations on similar requests going forward.
