North Rosslyn residents say they were not notified about antennas at Potomac Towers; county staff to follow up

Joe Ventrone, president of the North Rosslyn Civic Association and a resident of the Water View Condominium, told the Arlington County Board on March 15 that residents were not properly notified before cell antennas were installed atop 1101 Nineteenth Street (Potomac Towers).
Ventrone said the county approved a site-plan amendment in June 2023 allowing the equipment, but that impacted residents of the 130-unit Water View building received no advance notice and therefore missed an opportunity to weigh in. He also said the installed antennas exceed the zoning ordinance's height limit by 23 feet and extend 31.9 feet above the main roof.
Board Chair Dacus Carantones thanked Ventrone and said staff would engage further with the civic association. A county staff member told the board staff could not confirm whether the county had specifically contacted the North Rosslyn Civic Association prior to installation, but noted the county had issued multiple public releases and that local news outlet Arlington Now had published reporting on related projects.
No formal enforcement action or appeal outcome was reported at the March 15 meeting. The board and staff asked Ventrone to continue engagement so staff could review permitting history, community-notification steps and any zoning compliance questions raised by residents.
