A City Council committee amended an agenda item to add an explicit inclusion of a Los Angeles entity in the city’s legislative program and to request coordination and data access between the city and county homelessness programs.
The amendment to item 4 would add "Unión de los Ángeles" (as stated in the motion) to the city’s 2024–25 legislative program, ask that the county’s Measure A formula (Methodology 1) be used as a base for allocations, and request that city staff be given access to county data and coordination authority to work with homelessness programs until funding and goals are clearer. The amendment also asked that a 15% cap be included in the results formula and that unspent funds be allocated to the city’s access for data and program coordination. The committee approved the amendment as presented.
In discussion, council members and staff asked the committee to clarify how the county formula would be applied, and staff described existing coordination between the city and county housing and homelessness staff. A staff analyst said the county previously presented material to the city’s housing and homelessness committee and that Measure A’s formula Option 1 had received comments favoring it; the analyst said coordination and consultation were already underway.
Council members emphasized the need for clearer data and delivery plans before significant new funding moves forward. One member said the city has spent funds on services and shelters and still lacks sufficient data to manage resources with the county; another asked staff to confirm that the city would be looped into county reporting and that the proposed formula would not create new, duplicative work.
The motion was approved as amended with a recorded vote reflecting four yes votes and one absence. Staff said they will coordinate with the county and return with details on how the city would implement and monitor any adopting of the county formula and how city services and funding would be aligned.
