Council committee amends resolution on Measure A, asks county delay and more data sharing

The Los Angeles City Council Rules Committee on Tuesday approved an amended resolution asking the Los Angeles County Board of Supervisors to revise how it allocates Measure A local solutions fund dollars and to delay some funding votes until the county provides clearer links between spending and the measure's goals.
The amendment instructs the city to support county adoption of a methodology that uses a two-year average of jurisdictions' point-in-time (PIT) counts, and to consider adding a third year after the 2025 PIT results are available. The amendment also asks the county to treat a proposed 15% set-aside as a floor rather than a ceiling, to sweep and reallocate local solutions fund money that is not spent or allocated, and to provide the City of Los Angeles with any necessary data to improve coordination of homelessness services. It further asks the county to postpone a Board of Supervisors vote on Measure A funding recommendations until there is greater clarity on how funded programs will meet approved goals and metrics and to consider basing future allocations on permanent housing outcomes.
A councilmember read the amendment into the record and moved it; the committee approved the item as amended on a roll call vote. Committee members expressed concern that the county's spending plan mirrors Measure H-era allocations while offering fewer resources and that there is insufficient articulation of how proposed spending maps to Measure A's aggressive goals and metrics. "This is an opportunity for a reset, but I fear we're moving too quickly to take advantage of this opportunity," one councilmember said during debate and urged the committee to press for better coordination.
John Wogan of the CLA said the CLA, CAO and the housing department have been engaged with the county and that the city has submitted written feedback and participated in county presentations. Wogan said the city has consultant resources to evaluate the measure and will coordinate with the mayor and relevant departments in communicating the council's concerns to the county.
On a roll call the item passed as amended: Harris Dawson, Grama, Yaroslavsky and Soto Martinez voted yes; Councilmember Lee was absent.
The committee's action asks city staff to provide the county with the city's formal feedback on Measure A methodology and to seek data-sharing and coordination so the city and county can better align spending with the measure's stated metrics and goals. The CAO and CLA will continue outreach to county staff and return to the council with any follow-up reports.
