Sutter LAFCO adopts $147,500 preliminary budget; schedules municipal service review and annexation outreach

Sutter County Local Agency Formation Commission (LAFCO) on Tuesday adopted a preliminary budget of $147,500 for fiscal year 2025–26 and received updates on a countywide municipal service review for fire agencies and a pending annexation near Yuba City.

Executive Officer Libby told the commission the proposed budget is $147,500, “a drop of almost 31% from our current fiscal year,” and recommends a general reserve of $186,000 working toward a $250,000 commission reserve. The commission voted unanimously to adopt the preliminary budget after a brief public hearing.

The budget reduction reflects lower expected municipal service review costs and a planned 15% reduction in staff services costs, Libby said. He also told the commission that recent annexation proposals should generate application-fee revenue and that the commission’s consultant, RSG, has estimated a municipal service review (MSR) of certain fire agencies at about $50,000.

Libby described the scope of the comprehensive fire MSR and sphere-of-influence (SOI) update: the administrative draft is expected by the end of the month and the document is currently “about 81 tables and maps and, documents around 180 pages.” He said he will review the administrative draft, share it with the advisory committee of fire agencies and the county ambulance provider for comment, open a public comment period, then return to the commission with a staff report and resolution later this summer.

On other business, Libby briefed the commission on a proposed annexation filed under the State Subdivision Map Act. The application — identified as Theara Estates — covers 8.85 acres and proposes 31 single-family residential lots on the east side of Elmer Avenue and west of Tully Parkway near Yuba City. Libby said public-notification signs were posted the same day and said the commission will do outreach to adjacent property owners; he said the annexation is expected to be brought back to the commission for formal consideration at the May meeting.

Libby also reported vacancies for an independent special-district member and a district alternate on LAFCO following the recent death of longtime commissioner Don Cochran. Under LAFCO law, nominations come from independent special-district boards, and Libby said his intent is to solicit nominations and conduct the district-member election by mail if necessary. Commissioners discussed placing a memorial tile through the county museum for Cochran and agreed staff could return with details.

Commissioners unanimously approved the meeting agenda and the minutes of the prior meeting earlier in the session. The meeting concluded with a proposal to change regular meeting start times from 2:00 p.m. to 1:00 p.m.; Libby said the change would be placed on the May agenda for consideration and, if approved, would take effect in July.

Votes at a glance: the commission approved the agenda, approved prior minutes and adopted the 2025–26 preliminary budget; all votes were unanimous.
