AB 586 would expand professional fiduciary definition, add corporate appointment provisions, DCA analyst says

DCA legislative staff updated the advisory committee on AB 586, introduced Feb. 12, 2025, which would redefine professional fiduciaries to include professional fiduciary corporations and would update probate code requirements related to superior court appointments.
Susan Kilcrease, a legislative analyst in the Department of Consumer Affairs Legislative Affairs Division, gave the advisory committee an update on legislation affecting the bureau, focusing on Assembly Bill 586.
Kilcrease said AB 586 was introduced Feb. 12, 2025, and has been referred to the Assembly Business and Professions Committee and the Assembly Judiciary Committee. The bill would expand the statutory definition of professional fiduciaries to include a professional fiduciary professional corporation and would update the Probate Code to add requirements that professional fiduciaries must meet to enforce superior court appointments.
Kilcrease noted important legislative deadlines for the first house: May 9 is the last day for policy committees to hear and report non-fiscal bills to the floor, and May 23 is the last day for fiscal bills to be heard and reported to the floor. She said DCA legislative staff are available to answer questions and will monitor the bill’s progress.
A committee member asked to also track AB 1105, proposed legislation related to placement of conservatees, and Kilcrease agreed to provide updates if that bill advances.
No formal committee action was taken on AB 586 at the meeting.
