The Structural Pest Control Board reviewed a Diversity, Equity and Inclusion supplemental to its 2023–2028 strategic plan, accepted staff edits and approved the supplemental as amended.
Consultants from SOLID Planning Solutions presented the drafted DEI supplement and two training videos on DEI concepts. Board members and staff discussed edits to the plan’s mission, vision and values language and agreed on several changes to individual objectives across the plan’s five goal areas (licensing and examinations; enforcement; policy and rulemaking; outreach and communications; and organizational effectiveness).
Key edits accepted during the meeting included minor wording changes to add accessibility and inclusiveness concepts and to clarify that DEI considerations should be integrated into board decision making “where appropriate.” Board members asked staff to ensure action plans under each objective include realistic, resourced steps and to avoid imposing unreasonable obligations on staff. The board also requested staff to add follow‑up action steps and timelines for implementing the amended objectives; staff said they will develop action plans for the objectives and return with implementation steps.
After discussion the board moved and seconded the recommendation and approved the DEI supplemental as amended; the roll call vote was recorded as 5–0 in favor.
Why it matters
The DEI supplemental adds an equity lens to board strategic objectives, including outreach, licensing and enforcement. The changes direct staff to consider equity questions in rulemaking, increase outreach and language access where feasible, and add metrics and action steps to better align the board’s work with departmental DEI guidance.
Formal action
- Motion: Approve the SPCB DEI supplemental strategic plan as amended. Vote: 5–0; outcome approved.
Ending
Staff will finalize the supplemental with non‑substantive edits captured at the meeting, develop action plans and timelines for the amended objectives, and return to the board with implementation steps.
