DCA and bureau implement executive order N-15-25: fee deferrals and replacement licenses for wildfire-affected fiduciaries

The Department of Consumer Affairs (DCA) and the Professional Fiduciary Bureau on March 12 described steps taken to support licensees affected by the Los Angeles wildfires under Governor Newsom’s Executive Order N-15-25, issued Jan. 29, 2025.
Leslie Barnby of DCA told the advisory committee that licensees whose license expiration dates fall between Jan. 1 and July 1, 2025, and whose business or residence addresses are in identified ZIP codes impacted by the fires are eligible for a one-year deferral to pay renewal fees. Barnby said duplicate or replacement licenses and wall certificates will be provided at no charge through Jan. 7, 2026, and delinquency fees will be suspended for impacted licensees through July 1, 2025.
Barnby said DCA met with boards and bureaus on Jan. 29 to discuss implementation and that DCA updated board and bureau websites and developed landing pages in its online systems so licensees renewing online will receive information on the deferral option. DCA also published a disaster help center webpage (www.dca.ca.gov) with FAQs and resources and provided an email contact for wildfire assistance (cafiresdca@dca.ca.gov) in the materials presented to the committee.
Terry McClain, the bureau program manager, said the Professional Fiduciary Bureau reached out directly to licensees whose addresses of record are in the affected ZIP codes to inform them of deferral options and posted wildfire relief guidance on the bureau website. The bureau is also distributing flyers through partner organizations and provided materials for the Professional Fiduciaries Association of California’s 30th anniversary conference.
Committee members thanked staff for outreach and website updates; there were no public comments on this item.
What the executive order provides (as presented) - One-year deferral of renewal fee payments for licensees with expiration dates between Jan. 1 and July 1, 2025, in identified impacted ZIP codes. - Duplicate/replacement licenses and wall certificates provided at no charge through Jan. 7, 2026. - Suspension of delinquency fees for impacted licensees through July 1, 2025.
The bureau and DCA asked stakeholders to use the dedicated DCA disaster help resources for further assistance and said they will continue outreach to affected licensees.
