Working group presses for clearer fee-review schedules and CIP cost/maintenance analysis

Participants at the Feb. 25 Oro Valley meeting recommended the 10-year plan set clearer schedules and priorities for fee and project reviews and for capital project cost-benefit analyses.

Residents and commission members said some fees already receive annual scrutiny (for example, water rates) while others do not. Bayer Vela, planning manager, and others confirmed that water utility fees are reviewed annually but many other fees are reviewed inconsistently. Participants suggested establishing a prioritized review schedule rather than a blanket annual review for all fees.

"Maybe instead of trying to specify when the reviews are in the general plan, it's better to establish a schedule for those reviews," one participant said. Another added that reviews carry their own staff cost and should be prioritized so resources focus on the most financially significant fees.

On capital projects, multiple participants asked the town to include long-term maintenance costs in project evaluations. A participant observed that recent capital spending had not consistently included projected operations and maintenance obligations and urged long-term cost estimates be part of the CIP decision process.

Suggestions from the group included: creating a prioritized matrix that sets review frequency by revenue size or policy importance, conducting lifecycle cost and maintenance analyses for CIP proposals, and clarifying which program and impact fees are reviewed and when.

Staff said they would refine the draft actions to add specificity on scheduling and prioritization for fee reviews and to clarify expectations for CIP cost-benefit analysis and ongoing maintenance costs.
