Carroll County commissioners on March 14 approved $340,419.89 in accounts payable and $227,576.56 in payroll, and voted to change the county's employee health insurance plan to Anthem Blue Cross and Blue Shield effective on the plan renewal date, July 1, 2025.
The board voted on the disbursements after the chair read the numbers into the record. The chairman moved to approve accounts payable in the amount of $340,419.89 and payroll of $227,576.56; the motions were seconded and carried on voice votes. On benefits, the commission heard a staff presentation that the county had examined alternatives to its current plan and recommended switching to Anthem Blue Cross and Blue Shield for the 2025–26 plan year. Commissioners were told the Anthem plan would offer benefits “at least as good or better” than the county's current coverage, that Anthem representatives will meet with staff to explain benefits to employees, and that the change is expected to save the county an estimated $235,000.
A commissioner summarized the rationale to the board: the Anthem offering was reviewed by county staff and outside advisors familiar with insurance, and officials described the new plan as easier for employees to use — for example, by reducing or eliminating upfront deductible burdens. The commission voted to proceed with Anthem for the 2025–26 plan year; the motion passed by voice vote.
These financial actions were taken before the board recessed to nonpublic session later in the meeting. The minutes record that staff will provide employee outreach and workshops through Anthem representatives to explain the new plan and enrollments ahead of the July 1 renewal date.
The commission adjourned its public session after returning from nonpublic session and confirmed the board would schedule follow-up on any administrative details related to contracts and implementation.
