Student Advisory Committee to revise outdated bylaws with Board of Regents aide

Tam, student success lead in the system office, told the group that Pam Helene, the Board of Regents administrator who manages regents' meetings and bylaws work, can consult with the students. "Pam Helene... has done all the bylaw rewrites for the overall Board of Regents too," Tam said, adding that small updates such as name changes can be made without Board action but substantive changes must be approved by the Board.
Students and staff described a two-step process: the student committee will draft language and review sections (quorum, elections, institutional names), system office staff will provide technical guidance and a Word copy of the existing bylaws, and then the Board of Regents will review any substantive amendments. Cheyenne and Luis said they will share the Word document with committee members to streamline editing.
Members who volunteered for the bylaws committee included Pierce, Donna Wagner, Jalil Harris and Michelle (last name not specified). Committee co-leads said they would reach out to students who were absent at the meeting and invite them to the working sessions.
Next steps: committee volunteers will receive the Word version of the bylaws and coordinate meeting dates to begin section-by-section edits. System office staff said they will connect the student committee with Pam Helene once students have an initial draft to review.
The discussion made clear which changes are procedural (name and stylistic updates) and which require Board approval (substantive governance changes). The student-led approach leaves the system office available for technical support but aims to keep drafting and policy direction with students.
